If the devices are unsecure (i.e. they do not have the password locations programmed), it is fairly easy to dump the flash contents via CCS.

If the devices are secured with a password and you know the password, you need to unlock the device first and then you can dump the flash contents. The CCS flash plug-in allows to unlock the device when the password is known. 

If the devices are secured with a password and you do not know the password, there is no way to read the flash contents.

i think theres no password ... how can i know is it protected or not ?

the other question .. ccs can read otp flash and the other flash ?

Yes.

and what is the good emulator i can use ?

For general debug, XDS100v3 should be adequate.
