Do we have any tool to transfer *.out to *.A2L, which satisfies ASAP2?

    I'm sorry we don't have any tool that converts .out to .A2L. 

    The closest we have is the hex conversion utility (documented in the C2000 Assembly Language Tools Users Guide) that can convert .out to different hex formats.
