HVACI_Sensored[Active-F2803x_FLASH] cannot flash boot

I program project "HVPM_Sensored[Active-F2803x_FLASH]" to the F28035 USBDockingStation that can flash boot ok. I have check gpio-34 and TDO pins are hi level in the 28035 Card. The F28035 USBDockingStation is same one. But it program project "HVACI_Sensored [ACtive-F2803x_FLASH]" that cannot flash boot!  Why does the project "HVACI_Sensored[Active-F2803x_FLASH"  cannot flash boot?  Anyone encountered this problem?

My CCS version is 4.2.1.
