TMS320F28035: Input clamp current

Dear Champs, 

I am asking this for our customer.

On Sec 5.1 absolute maximum ratings, 

1) On digital input (per pin), it shows the max input clamp current is +-20mA, but on the footnote (3), it shows the continuous clamp current per pin is +- 2mA. What is the difference between these two value? Is +-20mA for only instantaneous? for us, ms, sec?

2) The footnote (3) +- 2mA only applies on digital input pins but not on analog input pins, right? For analog pin, we should design external circuits only based on +- 20mA, Is my understanding correct?
