in the photo you have taken the power is off. Please switch S1 to the "USB-ON" position and try to connect.

I've done what you said, but it's still in the original state without any reaction. Is there any problem with the control card?
It is possible that you are doing something incorrectly.
Please describe the process of how you are connecting to the device. How you are loading code. And finally how you are trying to execute the code.
Please describe " THEN No response after the program is downloaded!" in greater detail.

Two micro USB to USB cables are used to connect with PC and DSP control card to supply power and download program. Ccs9.0 development platform is used to compile and download program according to normal use of CCS. The program can be used for the first time. After the program is changed and downloaded again, the above problems appear
Did you write to the flash? If you wrote to the password locations you may have locked the device. If this happened, you will need to unlock the flash memory using the embedded flash tool in CCS before reprogramming the device.
Please look at the "CSM control register" and see if the device is locked. This register is described in the TRM.

I have modified an official example provided by Ti. In case of the above problems, I can still work normally when I use it for the first time. The program is indeed downloaded to flash. Can Ti change a new control card for me?
Have you confirmed if the flash is locked? Can you execute from RAM?
Being that this does not look like a device failure and that this is likely caused by user error TI will not replace the controlCARD.

After testing 3.3V short circuit to ground, GPIO port is short circuited. I want to know why the control card is so fragile. In order to avoid this situation, what should be paid attention to?

When handling any bare PCB you risk damaging it with ESD. I have seen a number of customers who have damaged these. Dry climates, pieces of paper, clothing, and even cups are common causes of ESD. I have been handling different controlCARDs almost daily for many years. Even with little to no ESD precautions I have never damaged one. I would say they seem to be reasonably robust for a bare PCB.
Follow standard ESD precautions and you should be fine.
