I am trying to find design files for control card F2800049c. It appears I am going round in circles from one reference to another. Is there a location where this can easily be obtained.

The design files are in C2000ware under English -> Development Tools -> LaunchPads -> LAUNCHXL-F280049C -> MCU025A http://dev.ti.com/tirex/explore/node?node=ADzUWAHMJHxv.61fttKsvA__gYkahfz__LATEST

E.g. http://dev.ti.com/tirex/explore/node?node=AGOOJjpG.rE7glQB26wljg__gYkahfz__LATEST is the schematic in PDF format.

There are also ShcDoc files which I think are for Altium Designer.

can you please indicate where the cyclic references are?

Chester's response is correct, and yes the design files are native to Altium Designer.
