I am asking this for our customer.
The user wants to implement SMBus 2.0 on F280049 and need your help to clarify.

There are timing differences between SMBus and I2C, and it's highlighted in the Appendix B.
1) Can I2C module meet SMBus 2.0 timing?
2) Can PMBus module meet SMBus 2.0 timing?

C2000, I2C and PMBus are complaint to standards mentioned in DS.
The question you are asking is not specific to C2000 (I2C / PMBus), this is a common question for any I2C to implement SMBus.
We don't have a appnote specific from C2000. But, we have a TI appnote is addressing the SMBus vs I2C spec differences. and possible solution to handle it.

This has example code as well, you can possibly use that example code as a reference to implement something similar with C2000 I2C.
