In TMS320F280049C, the frequency of the CPU is 100MHz, and the total processing (MIPS) is 200MHz. In TMS320F28335, the frequency of the CPU is 150MHz, and the total processing (MIPS) is 150MHz.

Does it mean TMS320F280049C works faster then TMS320F28335? why the the total processing (MIPS) is twice of the frequency in TMS320F280049C?

    The difference between theese two MCUs is in CLA: F28335 doesn't have CLA, and F280049C has CLA.

    CLA (Control Law Accelerator) is a co-processor for C28 core (C28 core is base for both 049 and 335). So you can program CLA on 049C MCU and it will work in parallel with C28 core. CLA runs on same frequency as main CPU (C28) so in total you will have C28 with 100 MIPS and CLA with 100 MIPS.

    For example, F2837xD has two C28 cores and two CLAs. Each runs on 200 MHz frequency. So in total it is possible to get 4x200=800MIPS on this MCU - if you use both C28 cores and both CLAs at the same time.
