C2000 is supported by SYS/BIOS (the TI-RTOS kernel).

There's also SAFERTOS support by Wittenstein:

If you search the forum a bit, people occasionally post their unofficial FreeRTOS ports.

As for a MAC address, can I ask what functionality you're looking for? Are you looking for a device with Ethernet like TMS320F28388D? Or were you asking for something related to debug/programming purposes?
