TMS320F28379D: Power up sequence of TMS320f28379D.

in above case it was mentioned IO supply should be power up before the core supply. and in application note SLVA073A it is reverse (System-level concerns such as bus contention may require supply sequencing to be implemented. In this case, the core supply should be powered up at the same time as, or prior to (and powered down after), the I/O buffers).

Please let me know which is correct.
