I had a hard time finding it but is there any Single Event Effect or radiation data on the TMS320F28377D microcontroller? If not is there a similar design that has information that I could use?

David, the SEE, SEU information for the TSM320F28377D MCU is part of the detailed tunable FMEDA for this device
In the FMEDA we break out both permanent and transient FIT as required by both IEC 61508 and ISO 26262 functional safety standards
However, we only provide the detailed tunable FMEDA to customer who have TI sales coverage. You can find a document at this location that describes how you can get access to the TMS320F28477D FMEDA. I have copy/pasted from this document below:
Follow this process to access Failure Modes, Effects, and Diagnostics Analysis (FMEDA), including tools for estimating module and device level failure rates (FIT), calculating ISO 26262 and IEC 61508 safety metrics, and training: 1. Contact your local TI Sales Person to request access to the: a. C2000 SafeTI Package for QM MCUs b. C2000 SafeTI Package for Automotive and Industrial MCUs 2. If approved, they will provide you with a request URL: a. Log-in with your my.ti.com user ID and password and fill-out the form. b. If accepted, you will receive an email with download instructions.

David, as stated in the prior response I the transient FIT is part of the FMEDA for this MCU
The FMEDA is only provided to customers who have signed and executed a SafeTI NDA. The SafeTI NDA has to be initiated by your assigned TI Sales person. Please contact your assigned TI sales person for initiating a SafeTI NDA on the TI internal legal system. Once your company has signed and executed the SafeTI NDA your my.ti.com account will be authorized to access to the FMEDA through the mySecureSW site which will require you to log in with your my.ti.com user ID and credentials. This is the best response possible for your question till your company signs and executes a SafeTI NDA
