CCS/TMS320F280049: How to test the ISR Timing and CPU loadrate with F280049 ？

You can use Profiler Clock Feature in Debug mode for calculating the ISR timing. Refer below link for more details

Alternatively you can CPU timers as well to get the timing numbers.

What do you mean by chip not having interrupt priority levels? There is fixed hardware priority for all the interrupts. For changing the interrupt prioty to some customised priority as per application, interrupt nesting needs to be enabled. Refer to below link for more details.
