I'll refer you to the TI wide statement on how we treat manufacturing/lifetimes of our devices; the relevant part to your question is in the following excerpt:
Internal policies for standard product longevity
Our guidelines state that TI standard products are not eligible for obsolescence if any of these three conditions exist:
These conditions ensure clarity in our effort not to obsolete TI standard products out of convenience.
The TMS320F281x device is in full active status on TI.com with no plans for obsolscence based on the above criteria.

Matthew is correct.
I did want to add one note though. If you are starting a brand new project, it would probably be worthwhile to investigate one of our newer devices - perhaps one of the members of the F2837xS family. It would provide additional features & capabilities over the F281x family which you may be able to take advantage of.

is there any pin-compatible device available (TMS320F2812 LQFP176)?

I assume you mean a pin compatible device from the current generation(GEN3) of devices; like F2837x. There is no drop in pin compatible device for the TMS320F2812, although the F2837x is available in the same 176-pin package.
