CCS/TMS320F280041: 280041 is blocked abnormal

My customer has two 280041 devices seem be blocked abnormal after programmed only once. we check the OTP value all keep original default value. However the flash value are all 0 display. And no matter we click "erase" "blank check" or "program", the CCS just action fail and report error "remain halt". Now we can only connect the device, but cannot do anything other operation. we can not explain why device will happen such behavior, and how to resume it back to normal?

This is OTP capture for the blocked device, all content seems original default value.

Can you show the snapshot of USER OTP as well. Also did you check the FLASH ECC status if that is set ?

I update the USER OTP snapshot in above post. How to check Flash ECC status? and if any operation method possible to resume the device back to normal?
