Hi Sammi,

Yes, TMS320F28388D and TMS320F28388S pin to pin compatible with each other.

TMS320F28388D is dual C28x core device with Connectivity manager. TMS320F28388S has only one C28x core and connectivity manager. Please refer "Table 3-1. Device Comparison" in device manual for full detail on feature set of both device.
