TMS320F28035: PIL Serial Traffic issue with Matlab 2019b and C2000

Hi:

  im trying to run PIL on a simulink model created in matlab 2019b (version below) and tying it to the development kit (TMDSDOCK28035) with a 28035 Card.  I have J9 connected and am using a USB cable to connect to the development kit.  When i run a PIL simulation i get a timeout error as follows.  I verified the simulation settings are set to "inf".

Timeout error seen:

"The timeout of 10 seconds for receiving data from the rtiostream interface has been exceeded"...

I also connected serial to USB cable (connected to J3 Rx and GND) and used putty at 115200 bps to see if there is any serial traffic.  There is none.  I did a loopback test using putty (connecting Rx to Tx) and can see what i type.  

thoughts on what else i can try?
