The general concept is the same, but a good part of the app.note (specifically relating to the H/W resources on the chip) is NOT applicable to LF2407A, which is almost two decades old now. Serial port programming solutions are available from 3rd parties already. Exactly what are you trying to do?

I need to program LF2407A via serial communication on Windows 7/10.
The dedicated programming utility tool from
works only on Win 95/98 as the description states.
Could you name any of third parties offering solutions for the programming?

LF240xA devices are almost two decades old now. The entire toolchain for these devices is now obsolete and there is very limited support for these devices (mostly through e2e). If you are starting a new project, I encourage you to look at newer C2000 devices.
