TMS320F2812: TMS320F2812PGFA check sum NG after programming

We found IC EMR180038P1 tested fail when produced EMR417501G1, the defect rate is 40%. The initial analysis result as below.

The D/C of defect EMR180038P1 is concentrate on CG-88C5XQW (100%), another D/C CG-94CON3W is good.

Verify the checksum of 3pcs IC which had been internal programed and found 2pcs failed, our programing TE suspect that the raw material is nonblank part.

I've sent this to or quality organization to see about proper way to follow-up.

Are you sure these failing units are new from TI? Based on date code you may see if you purchased from someone else. In this case they might be used / already programmed.
