DCSM - Wait Mode for emulation is security risk?

I've enabled DCSM for my project.  However, the target normally boots to Flash, giving the problem with trying to emulate via JTAG, i.e. the processor races ahead to secure code, and emulator is blocked from connecting.  The solution, per TRM, is to put the DSP in Wait Mode when emulating.  But in order to do that, the boot pins need to be changed to Wait Mode.  The question is why someone else, who may be trying to reverse engineer the project, couldn't just do the same ... discover the same method to put the target in Wait Mode, so they can JTAG and steal the code?
