1) As I understand, the TDDR field sets the divide down for clocking the Timer. A TDDR of 2 indicates the Timer is clocked by SYSCLKOUT / 3. Is this correct?
2) What is the purpose of the PSC field?

1) this is correct
2) PSC is the prescale counter. A read of this register gives you the actual prescale value. a direct write is not possible.
