I am looking for the best micro-controller option for Fuel cell and an associated DC/DC control. Equipment needs to be tolerant to -40 and +50C . Any suggestions on where to start or where to get an engineer to work on this.

For DC/DC control please check out our reference designs TIDM-2000, TIDM-1001, TIDM-2002. You can use any of C2000 MCU for DC/DC control. I suggest that you start with TMS320F2804x series.
