What is the resource you are trying to arbitrate between CLA and CPU? RAMs or Peripherals?

CPU should be able to process the RAM once the CLA is done with its ongoing access. Please note that CLA reads has less priority compared to CPU data read in case of CLA to CPU message RAM.

My CLA only writes to these variables, while CPU will read them.

In that case, arbitration will come into effect only when there is an ongoing write from CLA. Once the CLA write is complete, CPU will be granted read access.
