I have a signal(sine) sensed by the ADC. Now I want to create a phase shift of -90 degrees to it. I tried using transfer delay and time delay which are not working as they are in a continuous domain. Can anyone help me out, please?

I understand you are using the TMS320F28379D with MathWorks embedded coder. I'll see if I can get some of the MW team to give some input here, but I would also suggest you post to the MW site forum in parallel as this looks to be more of an MW implementation question.
I did some quick searches on their site and came up with the following blocks for phase shift, not sure if these have already been tried?
