I think that resetting core1 also resets the CLB, but I will confirm this and let  you know tomorrow. No, there are no FPGA-like circuits, just normal ASIC circuits. But you can get same results as when using FPGA. See the appnote below that compares FPGA and CLB implementation for the same logic:

In continuation to the discussion on the CLB of TMS320F28388D:

If we propose to use CLB for operations like HW Fault Latch etc, so just wondering when the DSP is reset, how does the CLB performs.

From reading the TRM, my understanding is that because the CLB is programmed using registers accessed from CPU1, CPU2 or the CLA that CLB operations will 'stop' when SYSRSn is asserted.

This is because the CLB registers in the TRM are shown as being reset by SYSRSn (I haven't checked every CLB register, but based on a quick read).

I.e. can't see any non-volatile CLB configuration which is preserved across a reset.

Adding more discussion lines to this subject line on CLB. Please support. Here is my requirement. I want to use CLB as a replacement for CPLD. Few logics which i have in CPLD, i will move to CLB.

My proposal is to use CLB similar like CPLD. In the CPLD we do minimal program, configure once and use as HW part number.

I thought i can get the CPLD kind of operational behavior using CLB too. Assume i have some HW latch configured through CLB.

Please help add more details if possible.

CLB is not CPLD, but you can achieve the same results, see the appnote below:

Some of the differences are that CLB is programmed with GUI and funciton calls (as opposed to HDL code)
