TMS320F28379S: xds110 connects but cannot identify cpu?

We have a custom board based on the f28379s- hardly more than a couple op amps for the ADCs and rs-485 drivers for the output.

using the xds110, I can do integrity checks and anything that dbgjtg  and xdsdfu will do but when I try to connect to the cpu the xds110 always fails with an error -1135.

I have verified all the power supply connections to the cpu, as well as all the voltage levels it expects. The xtal is producing 25MHz, which is what I expect.

I have verified all the jtag connections - I am connected to the board through the cti-20 to ti14 adaptor. the ccxml file is set up for f23879s

Still the error.

I have read through the jtag pdfs: XDS110 support notes, xds110 debug probe user's guide and TMS320C6000 DSP Designing for jtag emulation reference guide.

no answer, is there anyone that can see what I am missing or got wrong?
