There's a question would like to double confirm with you, that if C2000/related hardware board allows the emulator hot plugging, or if there's any risk to do that?

What do you mean by hot plugging? Do you mean can you plug the emulator after the device is powered? If so, the answer is yes.

Yes, it is okay. When emulator is disconnected, the device will continue to execute the code.
