If you had the original .out you could run the hex utility on it to generate the file.
It is possible to save the device memory to a .out file but I don't know if the hex utility is going to recognize that. You could try using File -> Data -> Save (I believe that is the menu in 3.3).
I am going to move the post into the C2000 forum to see if they have any ideas.
