TMS320F28035: The parameter of Crystal driver level

The drive level is more a property of the crystal. You can think of it as a supply connected to a resistor. Even if the supply is capable of outputting much higher power, the actual power dissipated in the system depends on the value of the resistor and if this dissipated power exceeds the resistor's power rating, the resistor will burn out.

You will need to measure this and make sure it less than the max drive level the crystal manufacturer specifies. If it exceeds this drive level, you will need to use a dampening resistor so the crystal doesn't get damaged.
