i am finding Blink LED example that operates in SYS/BIOS of TI-RTOS for F28377D

where is the example or similar one?

We don't have one already in SYS/BIOS or C2000Ware, but there's an FAQ that walks through the steps on how to go about creating such a project here:

is there any document which contains description or explanation on APIs such as 'Semaphore_post', 'task_create' or anything else similar to aforementioned API?

If you go to Help -> Help Contents in CCS, you can find the SYS/BIOS documentation. The Users Guide provides a good overview of most modules including links to some training videos, and the "API reference" gives you the details of all the functions and parameters.
