I use crystal ECS-160-12-33QZ-ADS-TR (16 MHz), and I connect it to X1,X2 pins of the DSP.

It is not clear to me to where i should connect VSSOSC (H18,H19 pins).

This is illustrated in the TRM and DS. You connect it to the intersection point of the two load capacitors. See below:
