From my experience, Section 3.3.2.1 is incorrect.  The correct sequence is shown in Figure 2, which shows two positive transitions.  The incorrect "two negative transistions" is probably left over from slau319 which included a sequence for parts with dedicated JTAG pins.  For those parts, the polarity on TCK is reversed, and there would be two negative transitions.  But I believe all of the FR parts have shared JTAG pins, so Figure 2 is what works.

There are fewer than two negative edges on the TEST pin while RST/NMI is low."

It should be

There are fewer than two positive edges on the TEST pin while RST/NMI is low."

I'm pushing now for the final confirmation.
