whether need be filled no factory code, serial no, property no. distributor password. if so where can the code. because I have tried without filling up the software does not work.

Those fields are written into the info memory when you perform a calibration. They are entirely optional.
If the calibration software is not communicating with your meter trying looking in the log file (cal-log.txt). You should see reports of the messages being sent to and from the meter.
Have you have the COM port properly set ? You have to edit "calibration-config.xml" and find the tag

<port name="com19" speed="9600"/>
</meter>
and edit the port name to the COM number of the COM you are using
