From a high-level, the wheel can be used to control a PWM output from a timer on the FR2633. The question you are asking is how can you then control a fan motor operating at higher voltages. I can't put my finger on a specific design for this at the moment. You might want to search through other E2E postings on that specific topic or check the TI.com website for motor driver collateral. Unfortunately I could not locate a detailed description of how to interface the MSP with the required drive electronics within our TI applications notes.  However, I did some digging and found the following from ST that is pretty comprehensive and should provide you with guidance on how to move forward with the MSP430FR2633.
