In that case, the simple LaunchPad is probably the place to start - there you can learn the basics.

Once you have grasped the basics, you will be equipped to select an appropriate device for your final project.

i dont have any idea about Launchpad.

There really is a huge amount of material about it - videos, tutorials, labs/workshops, etc.

i need more than around 45 input-output pin connection.

Yes.

However, I strongly recommend that you start with something simple like the LaunchPad - again, this will cover the foundations that you need to be able to move on to large projects...

                   Definitely i dont have any experience to the MSP microcontroller, but a beginner on Microcontroller and has small experience on PIC microcontroller.

And i used C programming to PIC and planning to do same on MSP,

  Staring with simple launchpad  and after that going for large project is good ...but i do not have time..

That lists the different available TI target boards, so you can find a target board with the required number of I/O pins required. 

Apart from needing 45 or more I/O pins not sure how much ram / peripherals are needed.

It is not generally wise to jump off a ship in the middle of the ocean hoping that you will learn to swim before you drown...

If you don't have the resources to complete the project, then it's either the wrong project for you, or you are the wrong person for the project.

If this is a school project, then you should discuss with your teachers.

If this is a commercial project, then you should consider engaging someone with the necessary skills...

       It is a commercial project. Unfortunately here no one knows about microcontroller and no buddy there to help me here..

      May be i am the wrong one for this project... they assigned me and i have to do... i thought to go with MSP controllers but this i not the time...

There is not even the word "launchpad" in the hardware document.

Indeed, the hardware tools users guide neither covers the LaunchPad nor the feature-rich experimenters boards. It only contains a listing of the available breakout boards, which usually carry space for a crystal and have an LED and a pushbutton.
All those not covered in this document usually have their own hardware users guide.
