TM4C1294 unable to initialize target 0

Hi,

The background to this problem is as follows. I had a previous design using the TM4C1294 which used the Ethernet port. New design called for CAN bus and no Ethernet support. New design is essentially identical to the previous design with network components committed but as per the errata 4K87   from rbias to GND. 25MHz crystal for main oscillator. 

When the TM4C129 is programmed for the first time, programming runs a normal until at the end of programming the FLASH:-

CORTEX_M4_0: Can't Run Target CPU
CORTEX_M4_0: Error
CORTEX_M4_0: Unable to determine target status after 20 attempts

I have modified an EK-TM4C129XL removing the network components to match my design. This board programs and runs without any problems. So I assume that there is no issue with my code. The chip at this point can no longer be programmed or erased. I have tried unlocking using the LM Flash programmer to no avail.

At this point I'm really looking for a path forward to try and isolate what the issue is? Any help would be appreciated.
