The D3 light flashes after the USB is connected, and the D2 light does not light up after 24V is powered on. The wake-up does not work, the software cannot control.

D3 will flash if the firmware has been loaded to the board which it should be the case before the board was shipped to you. D2 is the nFAULT indicator LED and will light up if there is a fault triggered by the driver. So the LEDs are working as intended.
Are you seeing a green "Harware Connected" message in the lower right corner of the GUI window? If not, then it means the board has not been connected with the GUI. Make sure to follow the instructions on the user's guide for the GUI installation process. There are a few dependencies that need to be installed along side the GUI application.
