Our customer is looking for MCU/DSP/FPGA evl board which can handle 3-4 BLDC motors (14000 encoders) accurately. Does TI have something like this?

You are not going to find an evaluation module that can drive that level of power (>1kW) off the shelf. None of our EVMs are designed to plug and play with an encoder.
The best you can do is use an EVM which has lower power and no encoder interface (i.e. https://www.ti.com/tool/BOOSTXL-DRV8323RS) or find a reference design to replicate (i.e. https://www.ti.com/tool/TIDA-01629) which does feature encoder capability.
