DRV8825: DRV8825 no Output on Motor Pins

The motor output pins on a custom PCB with a DRV8825 do not appear to be working correctly. The schematic below shows how things are connected. The dir, decay, reset, and sleep pins are all held high by the microcontroller. The enable pin and all mode pins are kept low, and the step pin is pulsed around once a second. All of these pins have been verified to have the right voltages on them by soldering enamel wire to the pins of the DRV8825 and probing with an oscilloscope. The MCU uses 3.3V logic. The 3.3V output of the DRV8825 was also probed and verified to be working properly. Both AOut pins have ~1.4V on them while the BOut pins have a few hundred mV. These voltages do not change based on oscilloscope probing. This testing was done without a motor connected, but the driver did not seem to work with or without one
