Each phase output is controlled by the corresponding input. So yes there is phase to phase isolation.
The INHx/Lx is connected first to internal logic and dead time insertion before going to the corresponding pre-drivers tied to the output. So, INHx/Lx is not directly connected to GHx/SHx if I am understanding your question correctly.
You can attach a 100kOhm resistor from GH/GLx to GND and toggle the inputs High/low to test this without the MOSFETS.

1. WHAT ABOUT DEAD TIME IF ITS TSSOP 20 PIN PACKAGE.
2. I AM GETTING VOLTAGE AT GATE WITH RESPECT TO GROUND BUT NOT WITH RESPECT TO SOURCE.(WITHOUT MOSFETS).
3.AFTER PULLING GATE DOEN TO GROUND USING 100K WILL I GET VOLTAGE AT GATE WITH RESPECT TO SOURCE.
