Can you please check the nSLEEP pin directly at the IC?
The nSLEEP pin of the IC is high, approximately 5.1V.
Also, The CPH/CPL cap is incorrect. It should be 22nF (0.022uF). It is 10x smaller than VCP cap.
The capacitor has been replaced to 0.022uf during debug.
Have they tried more than one IC?
3 ICs have been tried, but these 3 are the same batch.

Were the ICs ordered thru an approved distributor? Can you please send top side marking pictures?
Does the customer have an EVM? If so, they can place one of their samples on an EVM to verify operation. DRV8424EVM will support this device.
