When the VDD of DRV2603 is 3.3V, can the IO part (EN, PWM, LRA/ERM) communicate with the 1.9V MCU?

It will probably work without issue. Double check Table 6.3 to see the logic thresholds and make sure they are within the logic thresholds set by your MCU. The maximum voltage on the digital input pins is VDD+0.3V = 3.6V which is well beyond your 1.9V logical high, so damage is not a risk.

The 2603 logic low 0.6v max is not the issue, but you need to verify if the MCU logic high output is 1.2v or higher. MCU with 1.9v supply doesn't mean its GPIO output is 1.9v.
