If the MCU STATUS LED is not blinking try performing a firmware reset using the push button S1 with jumper J27 in 1-2 RST position.

In this case please confirm you 1. Plug in Micro-USB to PC 2. Turn on VM power supply >5V. Maybe wiggle the micro-USB connector in case it is loose or not making good connection?
Make sure the jumpers are installed here:
Then in the GUI do File, Program Device to flash latest firmware onto the EVM

May be the MSP430F5528 is broken,we try to replace the MSP430F5528,can you give me a guide on how to program MSP430F5528 and send me a programmer file .

Can you probe the 3.3V test point to see if there is 3.3V?
For flashing the EZFET firmware onto the top MDP430F5528, if you have a MSP-FET see the attached info:
