DRV8908-Q1: off state diagnostics for shorts to GND and VBAT

Would that be for OUTx shorted to GND or VBAT? 

You can see the Pin FMEA for the short to GND/VBAT analysis:  https://www.ti.com/lit/fs/sffs321/sffs321.pdf Though this is for on-state:

Short to GND: If OUTx is commanded to be pulled high, short is detected and outputs are Hi-Z

Short to VBAT: If OUTx is commanded to be pulled low, short is detected and outputs are Hi-Z.

If the output is Hi-Z then no, it would not detect it.

Reference to device DRV8908-Q1 FMD report does not help me.

I want to confirm if DRV8908-Q1 being in off-state is able to detect OUTx shorts to GND and VBAT.

As example: DRV8243-Q1 has clear info in datasheet that it has load diagnostics in both the off-state and onstate to detect open load and short circuit (OLP). Later on, in DRV8243-Q1 dataehet OLP is desctribed. 

Does DRV8908-Q have similar function, or not?

No, unfortunately DRV8908-Q1 does not have the same feature.
