I used DRV103H in my design, in layout, power PAD via's are connected to the ground, would it make any effect on functionality of the design?
purple color is GND and orange color is top layer . 
this is how it looks from top layer. any suggestion would be greatly appreciated
this is how it looks on PCB, device ground is connected to Power Pad( I used already made footprint in circuit maker)

Yes, the PowerPad should be connected to GND, this is important both for thermals and for electrical noise.

For thermals see Best Practices for Board Layout of Motor Drivers (Rev. B)
Make sure all the connections to it are Direct Connects (not Thermal Relief) - top layer definitely is direct connect, I can't tell on the other layers.
