From these tables, I found out that the PWM signals can only control 2 at a time. is it possible to control 4 signals independently?
If not, is there any other full-bridge gate driver with current pumps capable of controlling 4 gate signals independently?

This device only controls 2 1/2 bridges, so only 2 of the 4 FETs will ever be on at one time. If you turned on the High-Side and Low-Side FETs of a 1/2 bridge at the same time you would be shorting VM to GND resulting in a shoot-through condition. I think the screenshot you posted covers all the valid control cases of the device
