Hi Kuwahara-san,
Yes, you can do that. It wouldn't matter either ways since no current will pass through hence no power losses. Connecting an ISEN pin to GND will disable current regulation for that bridge. Let us know if you run into issues.

My customer is not using H Brige B, and when they left BISEN pin floating, FAULT was asserted.
Is floating ISEN pin, when that H Bridge is not used, cause FAULT?

Correct. The data sheet specifies this in the pin description section.
