In standby mode driver OUT will be in HI-Z state , but here in TEST CONDITION it is shown to be 13.5V. Why?

Thank you for your questions. This device is mainly targeting automotive, then 13.5V typ battery voltage range. That is why 13.5V is used. Even in stand by mode, battery voltage could be supplied ~13.5V.
OUTx pin has diode path to VM with abs max= VM+0.9V. This is reason SPEC condition is added as VM=OUTx=13.5V.
