I will use the DRV8143HQDGQRQ1 in my design.

In the datahsheet I did not find any information about the "Thermal Pad" of VSSOP-28 package.

Can it safely tied to GND? Or what is the recommendation?

Yes, usually the top layer of a PCB is the GND plane and the thermal pad can be electrically connected to GND, no issues. This would be the recommended approach. The EVM Altium layout files can be downloaded from the EVM webpage, https://www.ti.com/lit/zip/slvc844. The thermal pad in our EVM is connected to the GND plane. Thank you.
