DRV8962-Q1 has independent mode so can control each OUTPUT separately.
Your configuration could be possible.

I tried with the DRV8706-q1 in the 12V to independently control the bridges but didn't get the desired results.

Talking related toDRV8962-q1, is it Possible to connect three motors with specs (1A steady current and 3.45 stalling current) using this driver?

I am assuming only one motor spin at the same time. If stall 3.45A period is ~up to 1sec, should be OK.

No, This device itself is not ASIL-B compliant device.
TI has Function safety category like this link, but this device is not supporting these.
