Thank you for your questions.
~5.3V comes from internal circuit structure. Left side of high side current source is ON and right of low side current source is ON. SH voltage will be balanced ~5.3V.

Hi,
current source is ~3mA. If leakage current by resistor divider is enough high, impact could be ignored.
Let's say, >100Kohm could be good high resistance. (13V/100Kohm = 0.013mA)
